I was invited to be a guest speaker in the first INTERPOL Information Security Conference held in Hong Kong in mid-September. This international conference, entitled “Global Co-operation Today for InfoSec Risks Tomorrow”, drew about 300 delegates from over 50 countries to address the subject of prevention and detection of high-tech crimes.
The topic of my speech was “Responding to Critical Information Infrastructure Incident”. To prepare the speech, I sought advice from the HK Monetary Authority, the HKCERT and professionals in the relevant sectors and understood that policies and guidelines for prevention and management of information security incidents already existed in HK. Their achievements were well recognized by the international community like INTERPOL. From the perspective of a legislator, my speech mainly focused on how to enhance the cooperation between legislators and law enforcing agencies, thereby keeping information security policies abreast with time. I cited the example of the eHR system, which was being built with Government funding of HK$800 million. How to ensure medical record privacy and security in this infrastructure platform in order to attract participation by more private healthcare providers and members of the public was the key of smooth implementation of the project. I pointed out that the Government should, as a preventive measure, allocate sufficient resources to ensure the security of major information infrastructures like the eHR.
2. Organized a delegation to Beijing to promote the cooperation on R&D and intellectual property (IP) services 組織北京考察團,推動中港兩地科技研發和知識產權服務合作
In order to enhance the cooperation on R&D and IP services between HK and the mainland, Mr. Stephen Selby, Director of Intellectual Property and I organized a tour to Beijing on 8 & 9 September. This delegation consisted of professionals from local IT and IP industries. We attended the “China International Patent Fair 2010” and also visited the Ministry of Science and Technology, the State Intellectual Property Office, Beijing Municipal Science & Technology Committee and Beijing Academic of Science and Technology. We discussed in depth the issues such as R&D cooperation among Government, Industry and Academia, technology transfer mechanism and patent information sharing. In my view, with our regulated market, sound legal system and international operations, we should strive to set up a patent trade platform and intellectual property arbitration center in HK. In this way, our competitiveness would be enhanced.
3. Attended the “Hong Kong ICT Week @World Expo” 參加上海世博的「香港資訊及通訊科技周」
I organized the 100-member “Hong Kong ICT Industry Shanghai Expo Delegation” to participate in the “HK ICT Week @World Expo”, which was one of the thematic programmes of the Shanghai World Expo. In the “Hong Kong and Shanghai ICT Elite Forum” on 14 September, guests invited included Mr. Shen Xiao Ming, Deputy Mayor of Shanghai, Mrs Rita Lau, Secretary of Commerce and Economic Bureau of the HKSAR, Mr. Cao Jianlin, Vice-Minister of the Ministry of Science and Technology of China and Mr. Liu Chuan Zhi, Founder and Chairman of the Board of Lenovo. Industry friends from Shanghai and Hong Kong had an in-depth exchange of views and discussed how to seize future development opportunities and how to capitalize on the cooperation between the two cities. In his keynote speech, Mr Liu shared Lenovo’s globalization experience.
4. Organized a forum to promote the use of IT in the Catering Sector to increase competitiveness 舉辦研討會,向飲食界推廣利用IT增強競爭力
Jointly with the Chinese Cuisine Management Association and GS1 Hong Kong, my LegCo office organized a forum on “IT and Catering Sector” to explore how to apply IT to increase competitiveness in the catering industry. More than 100 participants attended the forum and they agreed that IT could help to control cost and increase revenue. For cost control, it could reduce wastage by using RFID tag or other IT systems in the food material supply chain, logistics and warehousing to improve cost-effectiveness. For increasing revenue, the catering industry could make use of many Internet web 2.0 social networking platforms as low-cost advertising and promotion channels. 5. Attended the Government eHR implementation briefing 出席政府電子病歷系統推行進展簡介會Early in September, the Government invited me and some IT industry representatives to attend an eHR implementation briefing. The IT representatives were generally concerned whether the Government would allocate sufficient resources to enable non-profit making organizations to participate in the training and publicity when this system was launched. Besides, some representative also asked the Government to put the whole system to the public and the IT industry, so that the latter could introduce such system to overseas markets. 6. Gathering views on the CE Policy Address 2010-11 收集對施政報告的建議Together with ITJC and iProA, my LegCo office held a forum on 17 September to gather views on the CE Policy Address 2010-11 from our constituency. Participants were eager to hear CE’s responses to issues of their concerns, such as the overall ICT policies, IT training, support for SMEs, cooperation between HK and the mainland, the Next Generation Internet, Green IT and IT assistance to the disadvantaged.
