Moved a motion to urge the Government to implement young people’s civic participation by using ICT 提出動議,促使政府利用ICT,落實青年人公民參與My motion of “Utilizing Young People's Power of Civic Participation” was passed at the LegCo meeting on 7 July. I proposed this motion in the hope that the Government would understand that the Net Generation will inevitably generate more social movements. Young people would express their views on unfair and unjust affairs in our society in order to promote social reform. Our Government should change their current mindset to face the young people directly and embrace their views. Senior officials should discard their prejudices and promote social reform together with the young people by fostering social cohesion and wisdom. I urged the Government to make reference to the experience of other countries/regions to formulate overall objectives and strategies, and allocate sufficient resources to enhance young people's civic participation. In addition, the Government or the officials should:
formulate clear public sector information access policy to make government information and documents available to members of the public, so that they have the right to access and comment; make use of the Web 2.0 interactive platform to enhance direct communication between policy-making officials and the young people, so as to listen to their views; change their mentality and attitude to bravely deal with interactive communications and accept criticism; and allocate resources to education and social culture to enhance the quality of the network citizens, and promote communication based on logical approach, mutual trust and respect, thereby bringing together social wisdom effectively.
2. Exploring the trend of “Triple Play” in Wuhan 考察武漢的「三網融合」發展趨勢
To explore the trend on the integration of telecommunications network, TV broadcasting and the Internet and to study the “Next Generation Radio TV network”, I joined an industry delegation to Wuhan, a mainland pilot city of the “Triple Play”. I also visited Donghu New Technology Development Zone in Wuhan, known as "China’s Optics Valley" which is the second national innovation model area after Zhongguachun in Beijing. This delegation also visited the local Government IT departments and enterprises in order to help promote the exchange of technology and innovation between HK and Wuhan.
3. Visited the Fire Services Department, urged to improve fire and ambulance services by enhancing ICT applications 走訪消防處,促使加強應用ICT以提升消防和救護服務
At the end of July, I organized a visit to the Fire Services Department together with some professionals from ICT and Engineering industries. The Director of the department, Mr. Gregory Lo welcomed us and highlighted on how to use ICT to improve fire and ambulance services including the deployment of the Third Generation Mobilizing System. Afterward, we also visited a state-of-the-art fireboat named “Elite”. I believe that for the sake of saving lives, every minute counts. The Government should give the priority to the department when allocating resources so that the lives and property of citizens can be fully protected.
4. 80-year broadcasting history of the RTHK and new media development 香港電台80年廣播歷史與新媒體發展At the end of July, I accompanied friends from our industry to the RTHK - the only public broadcaster with 80-year history in HK. We discussed new media development of the RTHK with Mr. Tai Keen-man, the Assistant Director of Broadcasting (Radio). The web page of online broadcasting of the RTHK has changed to a new layout earlier providing more new media services which brought the average number of visits up to 360000 per day. Mr. Tai said the Triple Play and digital broadcasting will be the important projects in the future development of RTHK.
5. Relaxation of free television programme service licences to break the dominating situation 放寬免費電視牌照,打破一台獨大局面
On 22 July, the Information Technology and Broadcasting (ITB) Panel invited the public to express views on the applications for domestic free television programme service licences at its meeting. Both the public and the panel members considered that the current domination by a particular TV station was serious, thus limiting creativity and reducing choice to the public. They hoped that the Government would relax free television programme service licences in order to bring in competition, to promote industry development and also to break the current domination situation. At the meeting of ITB Panel on 12 July, members conducted a mid-term review on the domestic free television programme service licences. On 22 July, the Panel held the first meeting to debate the Communications Authority Bill. Members expressed their concerns over the power of the Communications Authority and worried that the Authority would become a super regulator. The second meeting will be held in early October and the public would be invited to express their opinions.
