Implementing the constitutional reform package, a new step towards universal suffrage 落實政改方案,邁向普選新一步After more than two days’ fierce debate in the LegCo, the constitutional reform package of both the CE and LegCo election methods of 2012 was passed by more than two thirds majority votes. My motion speech touched on two core questions, namely: (1) Can the constitutional reform package pave the way for universal suffrage in 2017 and 2020? (2) As a Legislative Councilor, how should I cast my vote?
I consulted members in my constituency by e-mail about the constitutional reform package. There were 353 replies in response to a total of 4000 messages sent out. The responses were: 259 supporting the proposed CE election method; 77 opposing the method and 17 making no comments. As for the proposed LegCo election method, the responses were: 264 supporting, 81 opposing and 8 making no comments. Almost at the same time, there was another survey conducted by an organization in the ICT industry. Its findings indicated that more than half of the respondents expressed their support to the reform package, reflecting that the Democrats’ proposal of “one person two votes” was accepted by the majority of the ICT industry members. Some respondents explicitly requested that the Government should listen to the public’s opinion during the local legislative process and they also expressed concerns about the nomination threshold and abolition of DC appointment system.

2. Shared Denmark MindLab experience with Government officials 與政府官員分享丹麥「思想實驗室」的經驗
What governance challenge the Government is facing now? Some advanced countries in Europe have long set up cross-sector organizations, emphasizing on public participation in creating new policies (known as co-creation). I think that the SAR Government should study their experience. Therefore, when I learnt that the Denmark MindLab expert, Mr. Kit Lykketoft would visit Hong Kong in early June, I discussed with Mr. Raymond Tam, Director of the Chief Executive's Office, to co-organize a forum. With the help of Ms Florence Hui, the Under Secretary for Home Affairs, we invited Mr. Kenneth Chan, Under Secretary for Education, Mr. Jeremy Godfrey, Government Chief Information Officer, some political assistants and members from some local think tanks to share their views in the forum. One of our guest speakers was Professor W.B. Lee of The Hong Kong Polytechnic University, who is the expert on Knowledge Management. He focused on the discussion of knowledge gathering and formation of social intelligence. The participants and the government officials made frank exchanges on the way of thinking and mentality, such as what changes should be made and how to narrow the gap between the officials and the public.
3. Hong Kong as a NFC pilot site 香港可作為NFC試點
On 22 June, my office organized a roundtable forum on “IT and the Financial Services”. Representatives of the HKMA, LegCo member and relevant industry organizations were invited to explore how to make good use of IT to promote online micro-payment so as to expand e-trading service in Hong Kong. Some ICT industry members mentioned that the NFC (Near Field Communication) technology which enables payment by mobile phone has been well received globally. The question is whether Hong Kong should step up the development of this technology and promote micro-payment development here. With our population density and our technology expertise, Hong Kong certainly can serve as a NFC pilot site to create more online platform for micro-payment service.
4. We need a Science and Technology Bureau: Street banner displayed, Facebook group set up 我們需要科技局:懸掛街板,設立Facebook群組You might have noticed that I have displayed a new banner in all districts in Hong Kong with the slogan “We need a Science and Technology Bureau, Creating knowledge-based employment opportunities”. I hope to arouse public attention that promoting technology development is not a mere issue of the ICT industry, but it impacts on Hong Kong’s transition to the new economy. It also affects the people, especially the young people, whether Hong Kong can provide more knowledge-based employment opportunities for them. Therefore, the Government has the responsibility to seriously consider setting up a Science and Technology Bureau to formulate and implement long-term IT policies. Besides, I will open a Facebook group: “Hong Kong needs a Science and Technology Bureau” and you are most welcome to join and contribute ideas. Let us work together to promote this.
5. Three questions raised regarding the Internet and Government ICT policies 提出三條關於互聯網和政府ICT政策的質詢
Regarding recent social issues and government policies concerned by the ICT industry, I raised a total of three questions to the LegCo this month, which covered several policy areas. The questions included: electronic trading system for securities; development of data centres in Hong Kong; and cloud computing technologies. 6. Latest items discussed at ITB panel meeting 立法會資訊科技及廣播事務委員會最新討論事項Three items were discussed at the meeting of Information Technology and Broadcasting Panel: (1) Customer Complaint Settlement Scheme; (2) review of Local Access Charge; and (3) sponsored programme and advertising of a political nature on radio. For political nature advertising on radio, I had the same concerns as other members: how the Government defines the term of political nature advertising; how the public use the airwaves fairly; should we review current regulations of political nature advertising on radio? I hope the Government can introduce policies to better utilize the airwaves, to increase diversity of public participation and to use of social resources with future development on digital broadcasting.
