I. Focus Updates

1. Congratulations to our ICT industry for winning the 11th APICTA

祝賀本地 ICT業界勇奪國際獎項


Hong Kong topped the awards with 5 Grand Awards and 9 Merits in the 11th Asia Pacific Information and Communications Technology Awards (APICTA), which is the ever best result in Hong Kong ICT industry over the years. The winners include three local ICT companies and a master student. To encourage the industry to continue their effort on ICT, I held a celebration party in the LegCo Complex and invited Mr. Gregory So, the Secretary for Commerce and Economic Development, Miss Elizabeth Tse, the Permanent Secretary, the Hon. Wong Yuk-man, the Chairman of ITB Panel and other guests to cheer for us. I hope the Government could provide more supports and assistances to our industry and promote local ICT development to the next level. 


2. The Office of the Telecommunications Authority (OFTA) issued a regulation guideline on unlimited Internet usage service

In November, the OFTA issued a guideline of Fair Usage Policy requiring the service providers: not to impose data control to customers with unlimited Internet usage service plan; the download speed shall not be capped below 128 kbps; and inform the customers before implementing any restriction. If the providers intend to unilaterally modify the terms of contract, the users have the right of free termination. New guidelines will be effective from 13 Feb 2012. Due to limitation of bandwidth, if the service providers intend to increase transmission requests, the speed and service quality must be inevitably declined. So it is important to maintain a balance between satisfying customers’ need and network service quality. To solve this problem, the service providers can introduce different plans for different users, such as charging higher fee to high usage users so as to remain the normal charge to majority users. 


3. Urging the Government to retain professional role of the Telecommunications Engineer grade

At the meeting of Finance Committee on 18 Nov, it was approved the appropriation of a new grade of Regulatory Affairs Manager in the Office of the Telecommunications Authority. However, current Telecommunications Engineers (TE) expressed their dissatisfaction with the new entry requirements which do not require professional qualifications of telecommunications engineering and related technical regulations. They believed that such arrangements showed the Government pays no attention and respect to the professionals. Therefore, the representatives from the TE grade have met twice with me and expressed their concern over it. I also reiterated at the meeting of Finance Committee that the Government shall not include the engineering and technical personnel to the new Regulatory Affairs Manager grade before the review of whether to subsuming the TE grade into the new grade. Besides, in order to maintain the quality service of telecommunications, the Government should consider prudently on resuming recruitment of the TE. 


4. IT service providers discussed with the Government on optimization of Government procurement

In view of difficulties and problems encountered by the IT service providers (ISP) on tendering Government IT projects in the past, together with the ISP representatives, I met with Mr. Victor Lam, the Deputy Government Chief Information Officer of the Office of the Government Chief Information Officer and other related officials in November. I hope the Government can prescribe the right medicine and further optimize tendering and contracting procedure of Government IT projects. Regarding the contract provisions, Mr. Lam said that a standard template will help to speed up tendering time and the Government will soon finish making the standard template of all IT projects. 


5. Delegation to Jiang Men and discussed cooperation opportunity of two sides on cloud computing

Invited by the Government of Jiang Men, I led a delegation of “The ICT industry of HK Chinese Enterprises” to Jiang Men on 27 and 28 November. During the visit, a forum of “Complementary development and Opportunity of Cloud Computing in Guangdong and Hong Kong” was held and we also visited China Mobile of Jiang Men branch for their 3G technology promotion and application. I expressed my view on jointly establishing an “apple tree” ecosystem by two sides when communicating with the local industries. 


6. The Communications Authority is expected to set up in April 2012

通訊事務管理局預計於2012年4月成立


At the ITB panel meeting in November, two items were discussed: establishment of the Office of the Communications Authority and Provision of funding to enhance support to the Hong Kong Design Centre (HKDC) cum progress report of HKDC's work. I hope the Government respect and pay attention to telecommunications and relevant technical grade to avoid “de-specialization”. In addition, I also hope the Government could strengthen support to the HKDC and further promote the development of local design industry.
