I. Focus Updates

1.  向財政司司長就預算案提出3項建議

財政司司長將於2012年2月1日公布今屆政府最後一份財政預算案,就此,我在12月中,向財政司司長就2012-13年度財政預算案,提出3項建議:(一)設立「專業領域科研基金」,先在醫療和環保兩個科研範疇,各撥10億元,設立共20億元的「專業領域科研基金」,供本地大學申請;(二)盡快制訂配套政策措施,包括優化「投資研發現金回贈計劃」,以及設立「本地科研人才培訓津貼計劃」,積極吸引內地企業來港設立國際研發中心;(三)把資訊及通訊科技課程納入持續進修基金的資助範圍,並增加注資。

 

2. 舉辦研討會,探討香港作為知識產權和科技轉移中心的角色

我的議員辦事處在12月7號舉辦了一次圓桌研討會,主題是「檢討香港專利制度以及探討本港作為知識產權和科技轉移中心」,三十多位相關專業人士參與了互動交流。知識產權署張錦輝署長介紹了現行的專利制度,指出當前的檢討涵蓋三大議題:香港應否建立「原授專利制度」?應否保留或強化短期專利制度?應否及如何規管專利代理服務?另一位分享嘉賓是蘇格蘭知識資產中心創會主席,他從國際宏觀角度分析,香港若要成為創新科技區域樞紐,必須懂得管理知識資本,並且要有政策支持科技商品化。

 

3. 工商事務委員會討論工業邨最新發展情況

工商事務委員會在12月的會議上討論了工業邨的最新發展情況,以及研發中心營運開支的檢討。創新及科技署表示,儘管活化現有工業邨可提供土地作中短期用途,政府仍會透過擴建現有工業邨,以及發展新工業邨,協助科學園公司物色新的工業邨用地,以推動本港高科技產業持續發展。我期望,除了土地之外,政府還可以在政策和資源上多作配合,為本地創新及科技產業營造更好的發展環境。

 

4. 立法會通過《2011年稅務(修訂)(第2號)條例草案》

經修訂後的稅務條例,容許企業在計算企業應課稅利潤時,可把購買版權、註冊外觀設計及註冊商標這三類知識產權的資本開支獲得稅務扣減,以鼓勵企業更廣泛運用知識產權。

    I. Focus Updates

    1. Three suggestions to the Financial Secretary on the Budget

    The Financial Secretary will deliver his last Budget Speech on 1 Feb 2012. To this end, I made 3 suggestions to the Government on the Budget in mid December, namely:

    1. to set up a total of HK$ 2 billion for the " Research Fund for the Professional Fields", equally allocated in for the areas of health and environmental protection. The fund is to be made available for local universities to apply;

    2. to formulate supporting policies and measures, including optimization of "R & D Cash Rebate Scheme" and setting up of a "Training Programme for the Local R&D Professionals", with a view to attracting mainland enterprises to establish their international R&D centers in Hong Kong;

    3. to include courses of information and communications in the scope of the Continuing Education Fund (CEF), and also increase funding to the CEF.

    2. Hosting a forum to discuss the role of Hong Kong as an IP and Technology Transfer Centre

    My office hosted a round-table conference on the topic of "Reviewing Hong Kong’s Patent System and Hong Kong as an IP and Technology Transfer Centre" on 7 December. More than 30 professionals attended the conference and took part in the discussion on the topic. Mr. Peter KF CHEUNG, the Director of Intellectual Property Department, introduced the current patent system and pointed out 3 issues needed to be covered in the review: viz, 1. Should Hong Kong set up an Original Grant Patent System? 2. Should we retain or strengthen the Short-Term Patent System? 3. Should we regulate the patent agency service, and how? One of our guest speakers, Dr. Gordeon McConnachie, the founding chairman of the Scottish Intellectual Assets Centre, analyzed the issues from a global view that, if Hong Kong is going to become a regional hub of innovation and technology, we must know how to manage the Knowledge Capital and have a policy that supports commercialization of technology.

    3. Discussion at the Commerce and Industry Panel meeting on the latest development of industrial estates

    The latest development of industrial estates and review of R&D centres were discussed at the Commerce and Industry Panel meeting in December. The officials of the Innovation and Technology Commission stated that while the revitalization of the existing industrial estates could provide some land for the short to medium term, the Government will continue to expand current industrial estates and explore new ones to assist the Hong Kong Science and Technology Parks Corporation to look for new supply so as to promote development of new high technology industry in Hong Kong. I hope the Government can provide assistance and support not only on land but also on policies and resources, thus creating a better environment for development of innovation and technology industry in Hong Kong.

    4. IR (Amendment) (No.2) Bill Passed at the LegCo

    The IRO has been amended to provide for deduction of capital expenditure incurred by businesses on the purchase of a copyright, registered design or registered trade mark so as to encourage wider use of corporate intellectual property.

    1. Congratulations to our ICT industry for winning the 11th APICTA

    祝賀本地 ICT業界勇奪國際獎項


    Hong Kong topped the awards with 5 Grand Awards and 9 Merits in the 11th Asia Pacific Information and Communications Technology Awards (APICTA), which is the ever best result in Hong Kong ICT industry over the years. The winners include three local ICT companies and a master student. To encourage the industry to continue their effort on ICT, I held a celebration party in the LegCo Complex and invited Mr. Gregory So, the Secretary for Commerce and Economic Development, Miss Elizabeth Tse, the Permanent Secretary, the Hon. Wong Yuk-man, the Chairman of ITB Panel and other guests to cheer for us. I hope the Government could provide more supports and assistances to our industry and promote local ICT development to the next level. 


    2. The Office of the Telecommunications Authority (OFTA) issued a regulation guideline on unlimited Internet usage service 

    電訊管理局發出指引規管無限上網服務


    In November, the OFTA issued a guideline of Fair Usage Policy requiring the service providers: not to impose data control to customers with unlimited Internet usage service plan; the download speed shall not be capped below 128 kbps; and inform the customers before implementing any restriction. If the providers intend to unilaterally modify the terms of contract, the users have the right of free termination. New guidelines will be effective from 13 Feb 2012. Due to limitation of bandwidth, if the service providers intend to increase transmission requests, the speed and service quality must be inevitably declined. So it is important to maintain a balance between satisfying customers’ need and network service quality. To solve this problem, the service providers can introduce different plans for different users, such as charging higher fee to high usage users so as to remain the normal charge to majority users. 


    3. Urging the Government to retain professional role of the Telecommunications Engineer grade

    爭取政府保留電訊工程師職系的專業角色

    At the meeting of Finance Committee on 18 Nov, it was approved the appropriation of a new grade of Regulatory Affairs Manager in the Office of the Telecommunications Authority. However, current Telecommunications Engineers (TE) expressed their dissatisfaction with the new entry requirements which do not require professional qualifications of telecommunications engineering and related technical regulations. They believed that such arrangements showed the Government pays no attention and respect to the professionals. Therefore, the representatives from the TE grade have met twice with me and expressed their concern over it. I also reiterated at the meeting of Finance Committee that the Government shall not include the engineering and technical personnel to the new Regulatory Affairs Manager grade before the review of whether to subsuming the TE grade into the new grade. Besides, in order to maintain the quality service of telecommunications, the Government should consider prudently on resuming recruitment of the TE. 


    4. IT service providers discussed with the Government on optimization of Government procurement 

    資訊科技服務供應商與OGCIO商討優化政府合約事宜

    In view of difficulties and problems encountered by the IT service providers (ISP) on tendering Government IT projects in the past, together with the ISP representatives, I met with Mr. Victor Lam, the Deputy Government Chief Information Officer of the Office of the Government Chief Information Officer and other related officials in November. I hope the Government can prescribe the right medicine and further optimize tendering and contracting procedure of Government IT projects. Regarding the contract provisions, Mr. Lam said that a standard template will help to speed up tendering time and the Government will soon finish making the standard template of all IT projects. 


    5. Delegation to Jiang Men and discussed cooperation opportunity of two sides on cloud computing

    率團訪問江門探討兩地雲計算合作機遇


    Invited by the Government of Jiang Men, I led a delegation of “The ICT industry of HK Chinese Enterprises” to Jiang Men on 27 and 28 November. During the visit, a forum of “Complementary development and Opportunity of Cloud Computing in Guangdong and Hong Kong” was held and we also visited China Mobile of Jiang Men branch for their 3G technology promotion and application. I expressed my view on jointly establishing an “apple tree” ecosystem by two sides when communicating with the local industries. 


    6. The Communications Authority is expected to set up in April 2012

    通訊事務管理局預計於2012年4月成立


    At the ITB panel meeting in November, two items were discussed: establishment of the Office of the Communications Authority and Provision of funding to enhance support to the Hong Kong Design Centre (HKDC) cum progress report of HKDC's work. I hope the Government respect and pay attention to telecommunications and relevant technical grade to avoid “de-specialization”. In addition, I also hope the Government could strengthen support to the HKDC and further promote the development of local design industry.

    1. Congratulations to our ICT industry for winning the 11th APICTA

    祝賀本地 ICT業界勇奪國際獎項 

    在第11屆亞太資訊及通訊科技大獎(APICTA)中,本地ICT業界共奪5項大獎及9項優異獎,成績為歷年之冠。得獎者包括三間本港資訊及通訊科技公司,以及一名碩士生。為鼓勵業界朋友繼續努力,我特別在立法會綜合大樓為他們舉行祝捷會,並請來商務及經濟發展局局長蘇錦樑、常任秘書長謝曼怡以及立法會資訊科技及廣播事務委員會主席黃毓民議員等嘉賓,為業界朋友打氣,並希望政府可以為本港業界,提供更多支援和協助,推動本港資訊及通訊科技發展更上一層樓。

     

    2. The Office of the Telecommunications Authority (OFTA) issued a regulation guideline on unlimited Internet usage service

    電訊管理局發出指引規管無限上網服務 

    電訊管理局本月發出公平使用政策指引,規定電訊商不可限制無限上網用戶的數據流量,下載速度也不得低於每秒128千比特,實施限制前要先通知客戶。若電訊商打算單方面修改合約條款,用戶有權無償解約。新指引將於2012213日生效。其實,大氣電波有限,可使用的頻寬並非無限延伸,若網絡商同時處理的傳輸要求不斷增加,速度及服務質素難免下降。我認為,在滿足市民需求和確保網絡服務質素方面應可謀求適當平衡,例如推出不同的流動服務計劃供市民選擇,以便向少數高用量客戶收取較高費用,對大部分客戶則維持普通收費。

     

    3. Urging the Government to retain professional role of the Telecommunications Engineer grade

    爭取政府保留電訊工程師職系的專業角色 

    立法會財務委員會在1118日的會議上通過撥款,在電訊管理局開設一個新的規管事務經理職系。然而,現時電訊管理局工程師職系,對於上述新職系的入職條件無須具備電訊工程及相關技術規管的專業資格,表示不滿,認為政府既不重視,亦不尊重電訊工程師的專業角色,所以電訊工程師職系代表曾兩次與我會面和商討。我在財委會上向政府重申,希望政府在完成「應否」將電訊工程師職系納入新的規管事務經理職系的檢討前,新招聘的規管事務經理職系不應包括工程及技術人員;此外,為確保政府在規管電訊服務上維持高水平,政府應審慎研究,恢復聘請專業的電訊工程師,以免因人手不足,影響服務質素。

     

    4. IT service providers discussed with the Government on optimization of Government procurement

    資訊科技服務供應商與OGCIO商討優化政府合約事宜 

    鑑於本港資訊科技服務供應商過去在投標和承辦政府資訊科技項目時,一直面對著各種困難和問題,我與服務供應商代表在11月,約見政府資訊科技總監辦公室副總監林偉喬及相關官員,反映服務供應商遇到的困難和問題,希望政府能夠對症下藥,進一步優化政府資訊科技項目的招標和承辦程序。其中,有關合約條款方面,林偉喬表示,制定standard template將有助加快招標時間,預計政府快將就所有資訊科技項目,完成制定standard template

     

    5. Delegation to Jiang Men and discussed cooperation opportunity of two sides on cloud computing

    率團訪問江門探討兩地雲計算合作機遇 

    應江門市邀請,我率領「香港中資企業資訊科技界代表團」,於112728日赴江門訪問,期間除了舉辦「粵港雲計算互補與機遇」論壇,又參觀了中國移動江門分公司,分享他們推廣3G技術及應用的經驗。與當地業界交流時,我表示香港和江門可以透過雲計算共同建立「蘋果樹」生態圈,合作商機很大。

     

    6. The Communications Authority is expected to set up in April 2012

    通訊事務管理局預計於20124月成立 

    立法會資訊科技及廣播事務委員會在11月的會議上,就成立通訊事務管理局辦公室,以及向香港設計中心撥款以加強支援及有關該中心工作的進度報告進行討論。我希望,當局在成立通訊事務管理局辦公室的同時,政府必須重視和尊重電訊和相關技術職系的角色,避免去「專業化」;此外,我亦希望,政府可以盡快落實加強支援香港設計中心,進一步推動本港設計業的發展。

    1. Focus of Hong Kong’s future development : Innovation and Technology

    香港未來發展新亮點:創新及科技

    The LegCo debated the CE’ Policy Address from 26 to 28 October.  My speech centered on the need for more policies and ways to support and strengthen development of Innovation and Technology.  Our mainland has already established Innovation and Technology as a major direction for the nation’s future sustainable development.  I think Hong Kong should ride on our edge and attract science and research institutes to come so that we could become an external window for technology connecting the mainland.  Following what the CE mentioned about he would drive development of technology and service of cloud computing, I think Hong Kong could, through the CEPA system, collaborate with the 5 cloud computing testing points in the mainland with a view to becoming a 5+1 International cloud service platform.  While the CE in his Policy Address proposes for the very first time, earmarking 2 hectares of land designated for data centre development, this falls way short of my and the industry’s request of 20 hectares.  Last, I could only set our expectation onto the next CE and the government for accepting my proposal of setting up the Innovation and Technology Bureau, which will help Hong Kong expand its economic development through Internet, and open up new opportunities for employment for our next generation.

    2. Participation in the Technical Committee 28 on Information Technology of Standardization of Guangdong Province, for promoting collaboration between Guangdong Province and Hong Kong
    參與廣東省信息技術標準化技術委員會,推動粵港兩地加強合作

    I attended the meeting for the setting up of the Technical Committee on Information Technology of Standardization of Guangdong Province on 28 October held in Guangzhou.  I still remember back in my 2008 election campaign for the LegCo seat, one of my election objectives was to ‘push Government to help the industry in participating in the national standardization of the respective new technology, or making Hong Kong a testing ground for new technology’’.  I consider this the core of collaboration of Guangdong and Hong Kong for the industry, and the standardization will serve as a platform for idea and technology exchange in the two places, towards boosting development and synergy of the industry.

    3. Joint effort with the Industry in Promoting development of Data Centre in Hong Kong
    聯同業界積極推動本港數據中心發展

    To push forward development of data centre in Hong Kong, I join effort with the respective sector of the industry, and met with the Deputy Government Chief Information Officer (Policy and Customer Service), Ms Joey Lam Kam Ping.  We focused our discussion in respect of (1) developing the TKO industrial estate into a financial services data centre, in the light of the setting up of the Data Centre of the Hong Kong Stock Exchange in the TKO Industrial Estate, (2) revitalization of old industrial buildings for data centre use, and (3) Government’s strategy and plans to attract big enterprises to set up data centres in Hong Kong.

    4. Meeting with Director of Innovation and Technology on Promoting Development of Innovation and Technology
    就推動創新及科技發展與創新科技署署長交換意見

    We met with Ms Janet WONG Wing Chen, Commissioner for Innovation and Technology, to understand Government’s plan for promoting future development of Innovation and Technology. Ms WONG indicated that the Department is examining ways of enhancing the plan for subsidizing the Funding Scheme of the Innovation and Technology Fund. Findings are expected to be available next year.  I also made suggestions to the Director in respect of promoting setting up of small technology business, attracting science and technology institutes from the mainland to Hong Kong, talent development, and creating employment opportunities.

    5. Forum on Policy Address – Jointly with the Industry
    聯同業界專業團體,舉辦施政報告研討會

    After the CE announced his Policy Address, my office, jointly with more than ten ICT professional bodies, organized a discussion forum for collecting views from the industry.  We discussed first issues of concerns from the general public, and considered that the CE now proposes resuming the home ownership scheme and increasing various incentive schemes for the elderly, is a clear indication in response to the community pledge.  Whereas, implementation of these proposals has yet to be realized.  In respect of proposals on innovation and technology, namely, designated lands for data centre development, review of “Research and Development Cash Rebate Scheme”, the industry considers this is a good start; however, it is very disappointing that there is still no long term strategy in promoting innovation and technology in the CE’s last Policy Address.

    I. Focus Updates

    1. 香港未來發展新亮點:創新及科技

    立法會在10月26至28日,一連三天,就《施政報告》進行辯論。我的發言,主要談及香港應有更多相應政策及措施,加強發展創新及科技。內地已確立創新及科技為未來持續發展的重要方向,我認為,香港應把握現有優勢,吸引國內科研機構進駐香港,將香港打造成內地其中一個對外的科研窗口。特首又提到,會推動本港發展雲端運算技術和服務,我認為,香港可以透過CEPA,爭取與內地5個雲計算試點,聯合發展成為一個5+1的國際雲端服務平台。此外,雖然特首在《施政報告》中,首次撥出2公頃土地,指定用作發展數據中心,但可惜跟我和業界所要求的20公頃,明顯有落差。最後,我希望下屆特首和政府接納我的建議,成立創新及科技局,協助香港步入互聯網經濟發展,為下一代創造更多就業和發展機會。


    2. 參與廣東省信息技術標準化技術委員會,推動粵港兩地加強合作

    我於10月28日前往廣州,參與「廣東省信息技術標準化技術委員會」〈省信標委〉成立大會,並獲邀出任副主任委員。猶記得,我在2008年參選立法會時,參選政綱的其中一項內容,正是要「促使香港特區政府協助業界,爭取參與制訂國家標準,或以香港為新技術試點」,我認為,這也是粵港兩地業界合作的重要內容,而「省信標委」可以作為兩地業界交流與合作的平台,一起推進技術標準化,令到整個產業獲得更大發展,務求發揮1+1=3的效應。


    3. 聯同業界積極推動本港數據中心發展

    為進一步推動數據中心發展,我聯同一些與數據中心相關發展的業界朋友,在10月下旬,與副政府資訊科技總監林錦平會面並交換意見。我們集中討論以下幾方面:(一)隨著聯交所的數據中心落戶將軍澳工業邨,我們如何把將軍澳工業邨發展成為金融服務匯聚中心?(二)如何加快將舊工廠大廈活化及改造,成為數據中心用地?(三)政府有何策略,吸引海外大型企業來港設立數據中心?


    4. 就推動創新及科技發展與創新科技署署長交換意見

    最近,我和創新科技署署長王榮珍會面,了解政府在推動創新及科技的未來發展。王署長透露,署方現正研究如何優化創新及科技基金的資助計劃,預計明年會有結果及公布。我亦就如何推動小型科技創業活動、吸引內地科研企業來港發展,以及人才培訓和創造就業等方面提出意見。

     

    5. 聯同業界專業團體,舉辦施政報告研討會


    在曾特首發表施政報告後,我的議員辦事處聯同十多個ICT專業團體,於10月14日舉辦研討會,收集業界意見。大家首先討論了一些全港市民關注的議題,認為特首既提出復建居屋計劃,又增加多項惠及長者的措施,是回應社會訴求的表現,但在具體落實上,有待進一步優化。至於創新及科技方面,業界對於政府撥出專項土地發展數據中心、檢討「投資及研發現金回贈計劃」等措施,認為是一個好的開始;但曾特首在任內最後一份施政報告,仍沒有為推動本港創新及科技訂立長遠策略,業界朋友未免感到相當失望。

    I. Focus Updates

    1.    To explore a breakthrough point of ICT cooperation between Hong Kong and Guangdong under the “12th Five-Year Plan”
    探討「十二‧五」規劃下粵港ICT合作的切入點

    On 22 September, I was invited to be a guest speaker in an industrial forum to discuss and explore breakthrough point of ICT cooperation between Hong Kong and Guangdong under the “12th Five-Year Plan”. The participants include friends of ICT industry from Hong Kong and the mainland. The keynote speaker, Dr. WANG Yuan, who is the Deputy Director of the Chinese Academy of Science and Technology for Development, introduced the targets and core contents of the technology development in the “12th Five-Year Plan”. He believed that Hong Kong could be an "important chess" on the "chessboard" of Asian region. I responded that it is very important for Hong Kong to take part in the national development. However, we need to seek a new role and positioning. In order to promote innovation and technology development, the SAR Government should establish an Innovation and Technology Bureau and provide support in infrastructure, policies, and talent development. I am looking forward to the commitment and determination of our next CE in this respect. 


    2.     Meeting with some District Council Members to promote the Innovation and Technology Bureau

    During the LegCo summer break, I met with some District Council Members in Kowloon and New Territories. District Council Members are standing in the forefront of grassroots services. Through this interaction and communication, I can not only understand the current issues on livelihood but also promote to them the concept of setting up an Innovation and Technology Bureau, with a view tosolicite more support and participation from them.

    3.     Study on optimizing Government procurement measures
    研究優化政府採購措施

    Over the past few years, many ICT service providers have mentioned to me about the challenges and problems they encountered on the tendering and contracting matters of Government IT projects'. Though the OGCIO has discussed these issues with providers and promised to improve the situation since few years ago, problems still exist. So, I organized a round-table forum on 19 September to find out more the current state of play of Government IT procurement measures from services providers and professional bodies, so as to relay these issues and suggestions to the Government.


    4.    Consultation of IT sector on proposed Arrangement for Filling Vacancies in the Legislative Council
    諮詢IT界對填補立法會議席空缺安排的意見

    Public consultation on the Arrangement for Filling Vacancies in the Legislative Council was completed on 24 September. On 15 September, my LegCo office also arranged a forum on “ICT sector perspective: Arrangement for Filling Vacancies in the Legislative Council” and invited Mr. Stephen Lam, the then Secretary    for Constitutional and Mainland Affairs, to listen to the opinions and views from our industry. Mr. Lam responded that the chance for further revision of the current Government proposed revised arrangement would not be precluded, in order to win more support from LegCo members and the public.


    5.     LegCo special meeting on issues relating to editorial independence of the News Department of Asia Television Limited
    立法會召開特別會議討論有關亞視新聞部編輯自主的事宜

    The Broadcasting Authority is investigating into complaints concerning the management and administration of the news and finance programmes broadcast by the Asia Television Limited (ATV). A special meeting was also held by the Panel on Information Technology and Broadcasting on 19 September. Mr. Leung Ka Wing, former senior vice-president of news and public affairs of ATV, was invited to attend the meeting and explained about an erroneous report on the death of the former Chinese president Jiang Ze Min.


    6.     Removal of my LegCo office to the new LegCo Complex
    議員辦事處已遷往立法會綜合大樓

    At the end of September, My LegCo office was moved to the new LegCo Complex in Tamar and has been put into service.     I. Focus Updates

    1.    探討「十二‧五」規劃下粵港ICT合作的切入點

    在9月22日我參與一個業界論壇,並出任研討嘉賓,出席者包括數十位來自本港和內地的業界朋友,一起探討在「十二‧五」規劃下,香港與內地,特別是粵港之間,如何尋找適當切入點,加強合作。論壇的主講嘉賓是中國科技發展戰略研究院常務副院長王元博士,他介紹了國家「十二‧五」科技發展的目標和核心內容,並且認為香港可以成為整個亞洲區域發展大棋盤中的一隻「活棋」。我在回應時表示,香港能參與國家的發展,十分重要,但我們必須尋找新的角色和定位;而為了推動創新和科技發展,特區政府有需要成立「創新及科技局」,務求在架構、政策、人才培育等方面作出配合,我更加期待未來特首在這方面表現出應有的決心和承擔。


    2.     落區與多位區議員會面,推銷「創新及科技局」

    趁立法會暑假休會,我先後到九龍和新界多個地區,與區議員見面交流,因為,我覺得,區議員可以說是站在服務基層市民的最前線,透過與他們互動交流,一來了解當前有哪些熱門民生議題,二來也順道向他們推銷關於「創新及科技局」的理念,以便爭取更多朋友參與推動。


    3.     研究優化政府採購措施

    過去幾年,經常有資訊科技服務供應商跟我談及,他們在投標和承辦政府資訊科技項目時,遇到各種挑戰和問題。雖然,政府資訊科技總監辦公室於數年前,曾與服務供應商討論有關問題,並承諾作出改善,但在過去幾年間,服務供應商遇到的問題似乎並沒有減少,情況未見改善。所以,我在9月19日舉辦了一次圓桌會議,希望向各服務供應商和專業團體,了解現時他們在投標和承辦政府資訊科技項目遇到的問題和建議,以便稍後與政府當局再作跟進。


    4.   諮詢IT界對填補立法會議席空缺安排的意見

        政府就填補立法會議席空缺安排的公眾諮詢已於9月24日結束,我的議員辦事處於9月15日舉辦了「IT界看填補立法會議席空缺安排」研討會,並請來時任政制及內地事務局局長林瑞麟,聽取業界朋友對有關填補機制的意見。林瑞麟回應指,不排除日後會修訂現有方案,希望得到更多議員和市民的支持。


    5.     立法會召開特別會議討論有關亞視新聞部編輯自主的事宜

        廣管局現正就有關亞視新聞和財經節目及亞視控制和管理事宜的投訴進行調查,而立法會資訊科技及廣播事務委員會亦於9月19日召開特別會議,亞視新聞及公共事務前高級副總裁梁家榮亦應邀出席,並就亞視誤報前國家主席江澤民死訊事件作出陳述。


    6.    議員辦事處已遷往立法會綜合大樓

    我的議員辦事處已於9月底遷往位於添馬的立法會綜合大樓,並已投入服務。辦事處的地址是香港金鐘立法會道1號立法會綜合大樓8樓802室,想跟我聯絡的市民和業界朋友,歡迎致電本辦事處2810 1603或電郵至office@samsontam.hk。

    I. Focus Updates


    1.    就來年度施政報告向特首提出三項要求
    Proposed 3 recommendations to the CE on the Policy Address 2011-12

    3 recommendations:

    (1) to establish an Innovation and Technology Bureau as soon as possible to provide a working basis for the next Government;

    (2) to provide 20 hectares of land for construction of a data center park for enterprises. It is expected to create more than 20,000 jobs directly;

    (3) to provide incentives to attract the mainland enterprises to set up international R&D centres in Hong Kong. These measures include modifying the R&D Cash Rebate Scheme and setting up Local R&D Talents Training Subsidy Scheme.



    2.    組團到加拿大取經,借鑑發展創意產業的經驗
    Delegation to Canada for experiences on developing creative industries
       

    At the beginning of August, we formed an ICT delegation with some ICT groups (e.g. the Cyberport) for a business exchange and collaboration in Canada. The delegation visited the Centre for Digital Media. This centre is an inter-institutional cooperation project which was co-founded by four higher education institutions. The curriculum featured cross-sector collaboration with business, to provide students opportunities to have first-hand experience in the market. Talents’ training is an important part in the development of the creative industries. The experiences of Canada are therefore very relevant and valuable. The visit gives us new insight on nurturing talents of creativity.

    The delegation also attended the SIGGRAPH 2011 (Special Interest Group on Computer Graphics 2011) in Vancouver to understand the latest computer graphics and interactive techniques. Those technologies have great potential and provide great opportunities for young entrepreneurships. The SIGGRAPH Asia Conference this year will be held from 12th to 15th December at the Hong Kong Convention and Exhibition Centre. For more details, please visit:  http://www.siggraph.org/asia2011/



    3.    聯同業界朋友參觀AsiaTone數據中心,了解行業發展現況及問題
    Visit to the AsiaTone Data Centre with the industry to understand more current development and issues in the industry

    In order to understand more the development situation of data centers in Hong Kong, I visited a data center of the AsiaTone, with friends of the industry. AisaTone is one of the largest data center operators in Hong Kong, and it provides relevant facilities and services in Singapore and Shanghai. Through exchange, we all agree that, for Hong Kong to be developed into a data center hub in Asia, the Government must consider offering some lands for special use, to attract more foreign companies to Hong Kong.



    4.    參加首屆「亞洲網絡遊戲高峰會」,研究「憤怒小鳥」成功之道
    Attending the First Asia Online Game Summit to Study the Strategies of Success of ‘Angry Bird’

    This month, I attended the First Asia Online Game Summit held in Hong Kong and exchanged views with the elites from around the world. A ceremony of the Asia Online Game Awards was held as well to encourage the industry on innovative and creative game development. In the Summit, a senior vice president from Rovio, Finland, shared with us the birth of Angry Bird, an app on the mobile phone. I think, the development of Angry Bird is a process of continuous innovation and adaption as well as a good example of “how to spend less and achieve more”, an excellent reference of innovation and creativity for our young people.

    I. Focus Updates

    1.    就來年度施政報告向特首提出三項要求

    三項要求如下:

    其一,盡快研究成立創新及科技局,為下一屆政府的政策局重組提供一些研究依據。

    其二,提供20公頃專項土地,以便集中興建企業數據中心園區,估計可創造逾20,000個職位。

    其三,制訂配套優惠措施,積極吸引內地企業來港設立國際研發中心,包括優化「投資研發現金回贈計劃」和設立「本地科研人才培訓津貼計劃」。


    2.    組團到加拿大取經,借鑑發展創意產業的經驗

    八月初,我的議員辦事處聯同數碼港等十多個團體,組織了一個資訊科技界代表團,到加拿大參觀交流。其中,今次代表團參觀的數字媒體中心(Centre for Digital Media)就給了我們一些關於如何培育創意人才的啟示。中心是一個跨院校的合作項目,由當地四間高等教育機構聯合創辦,而課程方面還與企業跨界別合作,讓學生有接觸市場的機會。發展創意產業,人才培訓是重要一環,加國經驗值得香港借鑒。


    另外,代表團參加了在溫哥華舉行的「國際電腦圖像和互動技術會議及展覽」(SIGGRAPH 2011),藉此了解到電腦圖像和互動技術的發展日新月異,很具市場潛力,年輕創業者大有用武之地。今年的SIGGRAPH Asia會議將於12月12日至15日,在香港會議展覽中心舉行,有興趣的朋友不妨留意:http://www.siggraph.org/asia2011/


    3.    聯同業界朋友參觀AsiaTone數據中心,了解行業發展現況及問題

    為了進一步探討數據中心在本港的發展現況,我聯同業界一些朋友參觀了AsiaTone旗下一個數據中心,該公司是本港較具規模的數據中心營運商之一,在新加坡和上海也提供相關設施和服務。透過交流,大家都認同,香港若要發展成為亞洲區數據中心樞紐,特區政府須考慮提供專項土地,以吸引更多外國相關企業來港發展。


    4.    參加首屆「亞洲網絡遊戲高峰會」,研究「憤怒小鳥」成功之道

    本月參加了在香港舉行的首屆「亞洲網絡遊戲高峰會」,與來自世界各地的業界精英交流。有關方面同時主辦了「亞洲網絡遊戲大獎」,希望鼓勵業界多些開發創新和具創意的方案。在高峰會環節,來自芬蘭Rovio公司的一位高級副總裁,與業界分享了手機遊戲「憤怒小鳥」的誕生過程。我認為,這隻憤怒小鳥的成長,是不斷創新和變通的過程,也是以小博大的一項示範,值得本港年輕人發揮創意時借鏡。
